The single-argument factory builds the enumerator with an empty parameter
matrix and `SqlSplitterEnumerator` makes one split per row, so a query without
parameters yields no split and the job finishes without reading a row and
without an error. It is the first example in the `JdbcSourceBuilder` class
javadoc and in the docs update of FLINK-40273. Fix: one empty parameter row,
which the reader binds as no parameters. `SlideTimingSplitterEnumerator` keeps
relying on the empty-matrix → no-split rule between windows, so the base class
is unchanged.
