* Maven staging is complete for all 9 modules at 3.4.0-1.20
* website PR #869 is mergeable and consistent with the RC (compatibility
correctly narrowed to 1.20.x only)
Sidenote: same pre-existing (not new to 3.4.0), non-blocking
missing-license-header
gap as the parallel v4.1.0-rc4 vote (apache-rat-plugin's inherited=false
means
it never scans submodules) -- probably worth one JIRA covering both
branches.
