[FLINK-37548|https://issues.apache.org/jira/browse/FLINK-37548] has supported
MODEL ddl in Python API;
[FLINK-38104|https://issues.apache.org/jira/browse/FLINK-38104] has also
supported ML_PREDICT in Java Table API.
Based on these work, we now can enhance Flink's Python API to support
ML_PREDICT as well.
