Fix For: 2.1.0
Two migration compatibility tests were disabled in Flink 2.0.0 since
compatibility breaking changes were deliberately made and compatibility is not
guaranteed with saved state from previous 1.x versions.
For future releases after 2.0.0, these tests should be enabled to ensure 2.0.0+
state compatibility.
Speifically:
* CEPMigrationTest
* KryoSerializerUpgradeTest
