FLINK-36510 bumps pekko and backports this change to 1.20 and 1.19. We're
observing OOM issues in CI which might be related to FLINK-36510 (see [Roman's
comment in
FLINK-36510|https://issues.apache.org/jira/browse/FLINK-36290?focusedCommentId=17903691&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17903691]).
This issue is a blocker for reverting the change for 1.20 and 1.19 to.
FLINK-36290 will cover the required pekko version bump for 2.0.
