1.17.3 would cover roughly 78 issues [1]. Flink 1.16.3 would cover 50 issues fixed [2]. There would be a discussion on whether we should do a 1.16.3 flush-out-all-the-leftover-issues minor release in the context of the currently happening 1.18.0 release, anyway.
