Apply for FLIP Wiki Edit Permission

Hi ,
I want to apply for FLIP Wiki Edit Permission, I am working on [FLINK-33267] 
https://issues.apache.org/jira/browse/FLINK-33267 , and I would like to create 
a FLIP for it.
