The AdaptiveScheduler accepts a JobStatusListener, but only calls it for
terminal states, which is a bit unexpected.
This also effectively sets up infrastructure for tracking all state changes
from the AdaptiveScheduler alone, which will be useful for FLINK-21510 where we
want to decouple state-related metrics from the EG.
