在idea中开发我加入了flink-clients的pom，可以正常运行，当我用maven打包之后，使用java 
-jar运行，依然会报这个错误。虽然可以安装flink集群，但是目前我需要在本地运行这个jar包，1.11版本之前的都可以正常运行
