Fix For: 1.12.0
For rescaling of Unaligned Checkpoints added in 1.12, EndOfChannelRecovery and
upstream alignment will be added.
However, this alignment won't work for iterative jobs.
There is a need to
# pass this info to subtasks (whether is iterative)
# validate on startup
# a flag to skip validation
