For JsonToRowDataConverters#createNotNullConverter and RowDataToJsonConverters#
createNotNullConverter, We force the multiset type to be a Map type. This will
cause exception:

java.lang.ClassCastException: org.apache.flink.table.types.logical.MultisetType
cannot be cast to org.apache.flink.table.types.logical.MapType{code}
