Hi Haishuai, Welcome to the community! Actually, you don't need any special permissions to contribute to Flink. Just find a JIRA ticket you'd like to work on, and ping a committer to assign you to the ticket. Please make sure you have read the Apache Flink contribution guidelines[1].
