It looks like we never respected memory configuration in Mesos JM startup
scripts:
mesos-appmaster.sh
mesos-appmaster-job.sh
Now we have a chance to adopt FLIP-116 here as well, similar to what we are
doing with standalone scripts in FLINK-16742
