The JMXReporter is currently bundled in the flink-dist jar.
There isn't a real benefit to this; it could just as well be bundled in /lib,
or with FLINK-16222 even in /plugins .
This would allow users to exclude the reporter from the distribution, for cases
where they do not want anyone to use this reporter.
