NormalizerMapper maps a vector to a new one which is normalized. It takes
parameter p, which specifies the p-norm used for normalization. This
normalization can help standardize your
input data and improve the behavior of learning algorithms.
* Add VectorNormalizeMapper for mapping Op.
* Add VectorNormalizeMapperTest for unit test.
* Add VectorNormalizeParams for parameters.
