Fix For: 1.10.0
KPL makes use of {{javax.xml.bind.DatatypeConverter}} but does not declare a
dependency on {{jaxb-api}} and relies on the JDK containing this class. This is
no longer the case on Java 11; we have to add it as a dependency and bundle it
in the jar.
