+1 (binding)

- checked signatures and hashes
- built from source without skipping tests (without Hadoop, Scala 2.12)
- no new dependencies were added since 1.8.0
- ran the end-to-end tests locally once, and in a loop specifically for
Kafka tests (to cover FLINK-11987)
- announcement PR for website looks good!
