Implement LeaderElectionService and LeaderRetrievalService using jetcd API.
LeaderLatch API is still in discussion in jetcd community [
jetcd#516|https://github.com/etcd-io/jetcd/issues/516]. I'll continue with this
issue.
Detailed design of etcd based LeaderElection has been illustrated in [design
