Currently, Schedule mode for stream job is always
see StreamingJobGraphGenerator#createJobGraph

jobGraph.setScheduleMode(ScheduleMode.EAGER);

on this point, we can make ScheduleMode configurable to user so as to adapt
different environment. Users can set this option via env.setScheduleMode() in
code, or make it optional in configuration.
Anyone's help and suggestions is welcomed.
