The watermark tab displays an epoch for the lower watermark for each task being
executed.
To make this more user friendly, the web front end should also display the UTC
timestamp in ISO8601 format, so a user can easily determine the watermark in a
human readable format.
We could make it so that the epoch and ISO8601 timestamp are displayed
together, for example
