the current group aggregation will compare the last {{Row}} and current {{Row}}
when {{generateRetraction}} is {{true}} and {{firstRow}} is {{false}} in
{{GroupAggProcessFunction}},
this logic should be applied to all cases when {{firstRow}} is false
