There exists a JIRA issue for Affinity Propagation that is currently unassigned (FLINK-1707 [1]). You can see in the comments that someone started working on it, but they dropped it. As far as I know, nobody is working on this right now, so let me know if you'd like to pick it up and I'll assign it to you :) Before you start coding, make sure you go through the contribution guidelines [2] and the Gelly guide [3].
