The {{RuntimeContext}} should offer dedicated methods to create the
{{ValueState}}, {{ListState}}, and {{ReducingState}}.
The {{StateDescriptor}} classes also need convenience constructors that accept
simple classes to indicate the types, rather than requiring to pass serializers
directly.
