The streaming runtime context currently has two distinguished features, one for
state management and one solely for supporting the FileSourceFunction.
Currently the usage is inconvenient and the whole file is a bit patched
together. I propose pushing the states to the RuntimeContext instead and
passing the information for the FileSourceFunction through the Configuration of
the open.
