Last I checked, IE10 marketshare was actually significantly lower than IE9. I recall that a lot of people were stuck on IE9 without an upgrade option, but IE10 users could upgrade to IE11, and they did. If IE9 is not considered important anymore, IE10 can probably be safely skipped!
