In germany there are e.g.: http://www.html5-days.de https://webinale.de/ http://webtechcon.com The webtechcon (parallel with the phpcon) is the biggest conference of these (+90 talks and a few hundred attendees) with international speakers and audience. I attend it regulary in the past and also this year. I think it would be be a great for FlexJS to place a talk there.
