OK, I finally got it working. Please use the installer to install Apache FlexJS 0.5.0. I just tried it on Win7 and there was several jars in the lib folder.
If it fails, there should be an installer.log in the SDK folder. Please open a JIRA issue at [1] and attach the log and maybe a dump of the files in all of the folders.
