In this context I would of said Apache is a community not an organisation. Apache project creates software for the common good. If the project can’t easily build from source code and/or only a few people can produce what's usable then that’s potentially a issue for the long term health of the project and is likely to hinderance growth. That’s why one of the requirements for checking a release is being able to build it. I know it’s still alpha/beta so there going to be a few rough edges and hoops to jump through but I think trying to have a simpler build would help a lot.
