I got that url from the installer log and from Charles Proxy
...

Just tried the installer again and now it seems to be working. 
The url it's using now is the
https://www.apache.org/dist/flex/4.13.0/binaries/apache-flex-sdk-installer-c
onfig.xml 

Not sure why it was using the other one before.
At least I can continue on now.
