I like it how two Apache resources (general@ and incubator@) appear to be
giving contradicting advise … not!

If there isn’t even a clear consensus within the parent organisation, we
should do what is best for the users of our project and let the powers that
be figure out what the official party line is. If and when they do, we’ll
gladly comply, but figuring that out is not the responsibility of this
project and this discussion has gone way past the purview of this list.
