The pattern seems to be that the folders under the frameworks/themes just contain the assets. All the source code for the skins go in a folder under frameworks/projects. I see halo, sparkskins, mobiletheme and wireframe follow this pattern. And it seems like there should be a preview.jpg under the frameworks/themes/[skinname] folder, probably for FlashBuilder to show in the Themes tab. I might be wrong, though.
