My understanding is that you need to generate a list of the software to donate and fill out a Software Grant [1]. It would be a good idea to to sign and send in an ICLA for yourself as well [2]. Don't send those forms to the public dev list. Zipping up the content you want to donate and placing it in JIRA and then referencing that JIRA in the software grant seems a good way to do it.
