IMO, it is because the code owner may not want discussions of potential
mis-use of IP out in the public and archived forever  I certainly wouldn't.

Doesn't matter.  Tour De Flex didn't work as donated either.  The goal is
to get it granted and cleared so it can continue to be developed in 'the
Apache Way'.
