The requested repositories, we are adding to our public FishEye (e.g. https://fisheye6.atlassian.com/) which is accessible to everyone on the web. To be able to integrate your JIRA with FishEye we would need to set up an application link which requires administration access to both instances. This is not possible for our public FishEye. You would need to run your own FishEye/Crucible instance to achieve this. As for the JIRA CLI question, you would have to create a new support query directed to the JIRA support team.
