This could easily be broken, but IIRC, the Ant script that runs the
BlazeDS tests is supposed to startup a TomCat server.  BlazeDS used to
actually bundle TomCat in the distribution, but that's not allowed via
Apache rules, so I tried to modify the build to download TomCat and
overlay changes in the TomCat config to set up the endpoints the tests
needed.  I thought I saw it work, but it could have broken at some point.
