Looks like this is a bug in the installer for quite some time. It copies
the -config.xml files from ide/flashbuilder/config and updates the
frameworks version with that data. Because the ide/flashbuilder/config
versions don't have the RSLs set up with the build number the result is
incorrect. I'm tempted to not fix that. As long as the 4.12 RSL versions
are correct we should be ok. Folks have lived with the 4.11 problem for
awhile now.
