I sure it could be tweaked and perhaps added to but I think it's reasonable. Unless we want to change the rules eg to be more like cloudstack [3] where the chair terms is only for one year and each each year a vote is taken on the new chair. No set of guidelines will cover every situation imaginable, but I think we're in a better state than the "default' which is unclear and says noting about a chair term or voting in chairs.
