I'm included to go with with "any activity in the past 6 months" that includes any JIRA, mailing list, Git etc no matter how minor and they can "rejoin" at any time. I see no reason to punish people who want to contribute who haven't for a while and otherwise it would become too subjective. Thanks, Justin
