I don't think there are formal plans either, but it is a goal for FlexJS to allow you to create Cordova/PhoneGap-based apps from MXML and ActionScript. I've heard complaints about performance in Cordova, but it seems like some folks are satisfied. The advantages of Flex targeting PhoneGap should be smaller downloads, better text input integration, more devices, and hopefully more.
