Hi Justin, 
I have download SDK 4.10 per your instructions and tried mx:DateField with 
locale en_US and fr_FR, on a Windows 7 laptop.
and attached screenshots after clicking in the text box.
Application code is below.

Test results:
locale fr_FR => displayed text is 19 Jui 2013,  scrolling does not occur, (cf 
screenshot-2.jpg)
locale en_US => displayed date is 06/19/2013, scrolling still occurs when your 
click in the input box ! (cf. screenshot-3.jpg).

Do you need more information, or anything else  ?
