OK, I looked at utilities.

The Git migration did not take any files from SVN that were deleted.  All of
the missing history is associated with files that are not in SVN at the
head.

Interestingly, I cannot find a log entry for moving those files.  This makes
me think that Infra did it correctly but the SVN repo was messed up somehow.

There isn't anything too critical in the missing history so I say we open
utilities as well.
