Yeah, but the prior 3 were download failures which is why I didn't even read
98. But even 98 is intermittent as none of the files I checked in were
related and it went away in 99 for another unrelated checkin. There is some
flakiness somewhere.

I meant, can the build not try to download what it failed on 3 times early
today? Can we store those downloads somewhere on the jenkins server?
