Sorry for the late reply.

This seems to do to with rounding with Log axis, where powVal is set to be
0 for values smaller than 1e-10:
https://github.com/apache/echarts/blob/master/src/scale/Log.ts#L67

I will let you know after discussing with other committers about whether we
should treat this as a bug or not. A quick fix should be, setting values to
be *1e10 and using formatter to /1e10.
