Hello all,
After our discussion about readiness for graduation to TLP on the dev
mailing list [8], I would like to call a VOTE for Apache ECharts graduating
as a top level project.

If this vote passes, the next step would be to submit the resolution below
to the Incubator PMC, who would vote on sending it on to the Apache Board.

Vote:
[ ] +1 - Recommend graduation of Apache ECharts as a TLP
[ ]  0 - I don't feel strongly about it, but don't object
[ ] -1 - Do not recommend graduation of Apache ECharts because...

The VOTE will open for at least 72 hours.

X. Establish the Apache ECharts Project

WHEREAS, the Board of Directors deems it to be in the best
interests of the Foundation and consistent with the
Foundation's purpose to establish a Project Management
Committee charged with the creation and maintenance of
open-source software, for distribution at no charge to
the public, related to a charting and data visualization
library written in JavaScript.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management
Committee (PMC), to be known as the "Apache ECharts Project",
be and hereby is established pursuant to Bylaws of the
Foundation; and be it further

RESOLVED, that the Apache ECharts Project be and hereby is
responsible for the creation and maintenance of software
related to a charting and data visualization
library written in JavaScript; and be it further

RESOLVED, that the office of "Vice President, Apache ECharts" be
and hereby is created, the person holding such office to
serve at the direction of the Board of Directors as the chair
of the Apache ECharts Project, and to have primary responsibility
for management of the projects within the scope of
responsibility of the Apache ECharts Project; and be it further

RESOLVED, that the persons listed immediately below be and
hereby are appointed to serve as the initial members of the
Apache ECharts Project:

NOW, THEREFORE, BE IT FURTHER RESOLVED, that Wenli Zhang
be appointed to the office of Vice President, Apache ECharts, to
serve in accordance with and subject to the direction of the
Board of Directors and the Bylaws of the Foundation until
death, resignation, retirement, removal or disqualification,
or until a successor is appointed; and be it further

RESOLVED, that the initial Apache ECharts PMC be and hereby is
tasked with the creation of a set of bylaws intended to
encourage open development and increased participation in the
Apache ECharts Project; and be it further

RESOLVED, that the Apache ECharts Project be and hereby
is tasked with the migration and rationalization of the Apache
Incubator ECharts podling; and be it further

RESOLVED, that all responsibilities pertaining to the Apache
Incubator ECharts podling encumbered upon the Apache Incubator
Project are hereafter discharged.

- 3 new PPMCs and 6 new committers were elected and joined the community [1]
since incubation and now we have committers working for more than 6
different
companies.
- Our mailing list [2] is very active and we have 81 people subscribed to
it.
- Released 8 versions by 3 release managers [3] (and another version by
another release manager is under voting stage); release guide is at [4].
- 73 people have contributed to the project during incubation [10].
- Branding issues have been solved and name searching has been completed
[7].
- Website [9] has been updated to meet up with Apache regulations.
