I am afraid I don't agree with that.
For example, if we are in the procedure of release v4.3.0, the current
version that
is public testing is v4.3.0.rc-1, and a bug is found in this version.
If we fix this bug and immediately start a new hotfix version naming
v4.3.1, we will have no v4.3.0 any more.
If we publish v4.3.0 with the serious bug not fixed, and start a new hotfix
version naming v4.3.1,
the v4.3.0 probably harm users.
