It means on the [tx]rx_queue_setup the application should set the port offloads 
also in the queue offloads. This is the API for the application, and there is 
an ongoing discussion to remove this limitation, see [1].

You may add a routine to verify that (on the queue setup), or ignore completely 
the queue offloads configuration .
