Moved to howto section where the usage of other libs and drivers are explained. Added to MAINTAINERS. Linked from security and cryptodev guides. Added link to the cryptodev doc. Reworded other related links. Rewrapped lines logically. Added periods consistently. Reformatted lists. Fixed some typos. Removed application considerations which don't apply to DPDK.
