In order to support multiqueue with VDUSE, we need to be able to limit the maximum number of queue pairs, to avoid unnecessary memory consumption since the maximum number of queue pairs need to be allocated at device creation time, as opposed to Vhost-user which allocate only when the frontend initialize them.
