If provides length is smaller than required, shouldn't we
fill in the rest using rte_rand() as above?

Since the RSS key length is reported in device info,
IMHO it is better to require from user to provide RSS
key with correct legnth.

Are you sure that nb_q is not 0? In theory it is possible
