This is some fixed behavior, it's not that right to use something like this,
Example of other solution to have option like:
--meter-w-policy=G:<GREEN_ACTIONS>, Y:<YELLOW_ACTIONS>, R:<RED_ACTIONS>
This way it will be easier to use, and more dynamic, it's never right to set 
fixed actions
For such application.
